My name is Stephen Bischoff. I’ve lived in Hawaii for 47 years. My wife Caroline (Lee-Kobashigawa) and I have been married 45 years. We have three college educated sons, three granddaughters, two hanai daughters and two hanai granddaughters. Family is the center of our life. I like coaching , fishing, gardening, writing, beach activities and spending time with the grandchildren.
I’m running for state representative from the 19th district - Kahala, Kaimuki, Kapahulu, Kapiolani Park/Diamond Head, Black Point, Kahala Avenue to the Waialae golf course. Our district needs a change with new ideas. Too often our politicians recycle the same old ideas that haven’t worked in the past and won’t work in the future. Our politicians pay for costly “studies” that solve nothing and “kick the can down the road” when something like homelessness should be solved.
I’m a lifelong Republican who believes in a smaller, more efficient, less wasteful government, with God-given individual rights, with equal opportunities for all and an all-inclusive and all-encompassing government like those of Abraham Lincoln and Teddy Roosevelt, the founders of the Republican Party .

When elected there is a minimum of 21 things I will work to accomplish:
. I will work to construct a Police Substation/Satellite City Hall in our district
. I will work to construct a VA hospital in our district
. I will improve Traffic conditions & better maintain our Roadways & Sidewalks
. I will solve the problem of Homelessness
. I will work to enforce Noise restrictions & stop late night Racing
. I will work to construct more low cost Elderly housing – in at least two locations
. I will do what I can to protect Social Security, which hasn't increased in two years
. I will work to keep our elderly from elder abuse and fraud
. I will work with the city to upgrade Park Maintenance
. I will help Small Business with lower taxes, less paperwork & tax incentives
. I will work to counter the threat of “soft target” Terrorism
. I will work to institute a Statewide Sustainability program
. I will create more Bike Lanes & walkways
. I will protect our Island Environment
. I will create a litter patrol
. I will work with our youth and teach our youngsters to VOTE.
. I will work to solve the problem of disputed Hawaiian “Crown Lands”
. I will work with the DLNR to provide & maintain pedestrian beach accesses
. I will work to keep single-family residents on Kahala Avenue
. I will work to regulate skateboarding and bicycling on sidewalks
. I will work for fewer taxes with a more efficient & less costly government

Children are like sponges they soak up learning and no matter their status in life, or their misfortunes in life, all children are important. Children need a good education, proper guidance, security at home, in school and on the playground. Our society has no room for bullying at school, at home, or on their computers or cell-phones.
. The Hawaii’s public educational system has long been one of the worst educational systems in the nation. It’s been 47 years since I came to Hawaii in 1969 and the state school system has underachieved for all of those near fifty years. I blame the democrats who have been in control for all of those years. Our government representatives have done nothing but waste our tax dollars on a substandard educational system.
. Ask yourself, who is more important … teachers, bus drivers, refuse workers or other public workers? The question is an easy one. Teachers are the most important public union, but public worker unions only worry about themselves, and HSTA always seems to come up short.
. I’m all for equal pay for equal work. I’m also for women's rights including the right of women to be safe in their own homes. Part of the abused women problem is the fact parents and schools do not teach youngsters the proper respect for women.
. Bad manners lead to bulling. Discipline is something that is totally lacking in our public school system. That is our fault and it must be changed.
. Education should go from the students as primary importance, to the teachers, to the school principal, to administrators, to politicians and not in the opposite direction. A politician’s responsibility is for financing and nothing more.
. Our teachers need teacher incentives. Our principals should have the ability to fire bad teachers. Teachers should be evaluated annually.
. Students should be tested in odd years with student promotion dependent on “grade appropriate testing”.
. Teacher pay increases should be determined by teacher evaluations, student evaluations and student improvements, and/or class excellence.

. K-12 should be required to have at least one full hour of PE every day.
. K-6 should have a minimum of 180 hours on manners, self-discipline, personal relationships and good study habit, with a refresher two-hour class in 9th grade.
. 7th gradeers should have a one year, a one-hour long, weekly class in sex education.
. 9th and 10th graders should have a minimum of 180 hours in US history, US government, civics and why it’s important to register to vote.
. Free Remedial tutoring should be made available for all students who need help.
. All students should meet math, science and English standards before graduating to the next grade level.
. Students should have a cool, clean, comfortable, and safe environment where the bathrooms are clean and the fixtures are properly maintained.
. Kapiolani Community College should be made into a 4-year college concentrating on a degree program in the movie industry. KCC needs on-campus or near campus student housing.
. Palolo, Kaimuki, Kapahulu are the oldest communities in the state of Hawaii. Many of the residents are veterans. As a veteran I know the problems faced by our veterans and what needs to be done to solve those problems. First and foremost we need a second VA facility such as at the site of the Leahi facility, which was once championed by the late Senator Dan Inouye.
. The right of others to desecrate our US flag came about because of veterans like us. Others have the right to trample on, or burn our national symbol because veterans gave their lives fighting for our country and the protection of our flag. We must teach our youngsters to better respect our flag. We need to teach them that the November 11th Veterans Day and May’s Memorial Day are much more than school holidays.
. I’m for term limits (ten years for any one position). We need new ideas and fresh faces in politics. The 51 State House Representatives are much more responsive and more in-tune with the voters than are the State Senators. We should eliminate our State Senate all together (down to a unicameral government with only one chamber, the house of representatives) we would save millions of dollars each year, dollars that could be better used to pay incentives to teachers and to upgrade our school facilities, including those at the University of Hawaii.
. Plus there would be much less log jamming of house bills and more of the peoples work would get done. Long-term politicians become complacent. They think only about their next election. With those long-term politicians there is a chance of corruption, cronyism and old recycled ideas. If I am elected I will be a fulltime politician and my office door will always be open.
